A new penny is primarily made of copper-plated zinc. The core of the coin is made of zinc, which is coated with a thin layer of copper to give it its distinctive appearance.
Alchemy is the only way to turn a penny into silver. But post-1982 cents are zinc coated with a thin layer of copper and it is possible to remove it chemically which gives a silvery appearance. However, such a penny is NOT silver, is NOT worth any more than 1 cent.

It could also possibly mean corrosion where the penny turns a green colour from exposure to the elements. If you look at a brand new penny, it will be a bright red colour, if you look at a circulated penny it will be a dull brown.
