My criteria would be that the system would be easy to learn, easy to retain, have credibility over time and not require fine motor skills. By these criteria I have picked Krav Maga as my system of choice as you might be able to tell from my screen name.
However, it goes beyond the system to the course of instruction. Not all Krav Maga operations are the same. I have picked a Krav Maga Worldwide system because I feel they have the best program for developing instructors. There are Israel systems that are also good, but not as tailored to the laws and customs in the USA.
There are no best Martial Arts. What is "best" is always a matter of opinion. What makes a Martial Art system effective and successful in real-life self defense depends mostly on the quality of instruction, and the skill and ability of the student to perform it correctly.

Japanese martial arts are more of a origin based thing and have been around way longer than American martial arts. American martial arts in my opinion are not as effective in real world fighting and are mainly sports based such as Taekwondo. I hope this answers your question!
