I think it's France because all the terminolgy is in the french language Ballet was originally invented in Italy as a form of ballroom dancing mostly to entertain royalty. Its popularity made it so that the French also desired to be taught this art. The terminology does indeed come from French though, as this language was popular in both countries at the time.
