Make sure you're using the choke lever properly - you might be working it backwards.
Remove the clamp holding the carb to the airbox manifold.
Push the manifold away and stick your finger into the rear of the carb.
When the choke flap is blocking the carb - that is the choke position (start a cold engine).
When the flap is open - that's the run position.
it could also be that you have a bad idler and it needs replacement try that
