When the audience knows the location, they can predict how the actions could take place and this can cause curiosity (which is one of the effects) on the audience. So the audience wants to know how this place will be used during the movie. Also knowing the atmosphere could directly show the genre of the movie. For example if the scene is taken at night and its showing very old scary houses, then you know it is a scary movie. Leaving the location aside, knowing the time the movie was taken is important because only if you know the time's conditions then you can comment correctly on the movie and the actions of the characters. Its effect is to get the audience thinking about the time conditions before watching the movie which makes the audience more interested in the movie :)
