It is the area where athletes are "called to report" for their event. It is managed by a Call Room Referee and staffed by the Chief Clerk and his assistants (Clerks/Call Room Judges). The duties of the Call Room Judges/Clerk of Course are outlined in the IAAF, USATF. NCAA and NFHS competition rules. Among those responsibilities are checking-in the competitiors, advising them of the start times, report times, uniform and spike length compliance, rules of competition, start lines, and advancement procedures, etc. A more universal name or designation is the Clerking Area.
