Given the wide variety of factors that you have failed to list, I would not try to engage a target out beyond 25' with a .38 revolver. IF I had loaded some 158gr rounds, AND I was shooting it through a 6" barrel, AND I trusted the pistol I was shooting it from, I MIGHT engage a target beyond 50'. A .38cal round starts to lose some serious velocity in a very short distance. NOW! That being said, there is a difference between effective range and terminal range. Many rounds you don't believe capable of doing so, can actually travel quite a ways. Given the right trajectory, and wind conditions, your .38 can easily do serious damage to someone several hundred yards downrange.
