They may jump from behind this line as long as no part of their foot is in contact with the line and attack the ball.
If you are playing same sex (ie. men's or women's) then no there is not. However, if you are playing a coed format where there are men and women both playing on the same team, then yes, a 10 foot line may be used for the men to hit behind on a women's height net.
