The noise you hear is the horn relay clicking. The reason your horn does not work can be two things. Either you have a faulty horn, or you have a bad connection where the wire hooks to the horn.
did you check the fuses?
The horn in located below the right side (passenger side) headlight. What you need to do is get a 9/32 socket or something this size, and remove the covering from under the engine compartment. So, lay down on the ground remover the (black ground cover which keeps debris from heading to the engine area) located between the tire and headlight.Once that is off suprise there is the horn.............beep beep the horn is behind the front bumper or grille somewhere. the relay is probably behind the dash inside the vehicle. when you push the horn do you hear a ticking noise? if you do, follow the ticking noise to find the relay.(it makes the noise)if it makes the noise, it probably works and you should check the wire connection to the horn unit. it looks like a nautilus, sort of a coil resulting in one open end, pointing down.it is about the size of your hand. if it does not make a noise it would probably be your horn fuse or your switch.
one way that it has traditionally been done is to introduce voltage (12 volts) to a thin metal plate encased in a horn...that will amplify the noise the plates makes when it vibrates.

check your fuse. i had the same problem. that might be it. I doubt a fuse, the clicking is probably the horn relay that you hear. Fair chance the horn or connection at the horn is the problem. The clicking noise is the relay, and since it is clicking I doubt that your switch is bad, so check the fuse and also check the horn (hook it to the battery).
that's not a question....but if anyone could help me, i have a 91 cavalier and one day, i was honking the horn and it just cut out.....i know its not the fuses, and that it has something to do with the wires b/c the front part of the horn on the steering wheel comes off......all i can get it to do is make a clicking noise
