There is a formula called the rule of 12ths which assuming the difference between high tide and low tide is 12m, says that during the first hour (from either high or low tide) the water raises by 1m, second hour it raises by 2m, third hour it raises by 3m, 4th hour it raises by 3m, fifth hour by 2m, 6th hour by 1m.
So given that this raise in water level represents a increase in movement its at its least movement during high tide or low tide when its at 1/12.
