Bowman is made by Topps, but it is a premium version. It is high quality, and as you may notice, you pay for the extra quality. Bowman hosts a large variaty of rookies, which is what it is most known for. Bowman is called the "Home of the Rookie Card." Also, Bowman's inserts include Autographs, parrallels, and refractors, while Topps has highlights, presidents, and a much wider variety of inserts.
