A BMX bike is made to race on a dirt track. It will probably have knobby tires, and only a rear brake. A freestyle bike is made for trick riding. It will probably have "street" tires, front and rear brakes and a "rotor" that will allow the rider to spin the handlebars without tangling the cables. Freestyle bikes may also be heavier because the frames sometimes have stands on the top tube and pegs on the axles so trick riders have multiple places to stand on the bike while doing tricks.

A true childrens bike will have all the parts adapted to size, brake levers, crank arm length, handle bar width, saddle size etc. A BMX although its small overall size can very well be intended to be ridden by adults, so it can have long cranks, a wide handlebar ASO. While a kid may well be able to straddle a BMX, this isn't proof that the bike fits the kid.

No. First there are differences between intended usage, a race bike is lighter and not as strong as a vert/dirt bike. Then there are difference between brands, some preferring certain characteristics, other preferring something else.

The biggest difference will be in the rider, not the bike. If two riders trade bikes, the fastest one will still be the fastest.
