This just refers to the fact that umpire are different. Maybe one umpire will call it a strike if any part of the ball is over the plate, but another umpire will only call it a strike if more than 50% of the ball passes over the plate, for example. Some umpires widen their strike zones for veterans and narrow them for rookies; perhaps if a pitcher has a perfect game with 2 outs and 2 strikes, one umpire will call a ball that is slightly outside a strike to help the perfect game happen, while another one will just call it as he sees it.
