Russian Communists met in 1907 to decide whether to follow the ideas of Lenin or Julius Martov. Lenin believed that membership of the Communist Party should be limited to a small group of loyal revolutionaries. Martov disagreed, believing that, while an elite core was a good idea, membership should be open to all sympathizers to the cause.

A vote was held and Lenin claimed victory, by a small margin. Bolshevik means "majority". Martov's followers became known as Mensheviks, meaning "minority".
