Value is effected by supply and demand. When the number of cards available on the market is higher than the number of collectors in the market for the card, the value goes down. When the number of collectors is higher than the number of cards on the market the value will rise. When a ballplayer retires there is not much of a change in the demand for a card that was not there already. When a ballplayer breaks a record there is a sudden demand for a card as collectors want to invest in a card in anticipation of the value going up. This rush for the card temporarily inflates the value. Now cards that were sitting in collections, or in dealer stocks are released into the market to satisfy the sudden demand. In most cases especially with the newer cards (1980's and up) after this demand is met the value will lower again as the demand dies down. In the case of Barry Bonds the future value of the card will rely more on the effect of his steroid use on the number of collectors that will be looking to buy a Barry Bonds card. There is a set amount of 1986 cards made. If in the future as more collectors join the market, and the amount of Barry Bonds collectors grow then the card will have more value. Breaking a record only effects short term value. Supply and demand will always have the final say.
