Well it really depends on other factors such as height and weight more than it does age. I'd say anywhere from 5.5 to 5 would be pretty good. Below 5 and you're starting to get fast. 6 and over would be considered pretty slow.

fast for 16 is like 4.6

I am quite sure a 4.6 time is 40 yard nfl speed for a running back and some receivers OBs and linebackers are in the 4.6 to 5.0 range

a 16 yo boy none sports star is more likely in the 6.2 to 7.0 range

for 40 yards a 16 yo boy speed athlete may get under 5.0

well i am 13 and i run 12.21 by myself if i was running with some one i would of got 11.9 or 12.00 but i would say the average 100m time for a 16 year old girl is like 11.5-14 secs

Well, average is not really moving fast, or slow. So the average for me to say would be about 6.5. slow is 7.0. if your moving fast, 6.0, and if your moving really quick, 6 or below.
