There is no average score, because amateur golfers are rated not by their comparative ability (as professionals are), but by their performance in relation to a numerical "handicap". The handicap is computed based on a golfer's play over several rounds, and allows fairer competition against those who are inherently better golfers. All golfers are encouraged to improve, with practice, but eventually age becomes a factor.
Most Golf courses are designed with a "par" score of about 72 strokes for 18 holes, or a few more or less depending on available space and layout.
According to the PGA, the average score among all professional golfers in 2005 was about 100 strokes, so an amateur average (no handicap) might be somewhat higher.

In order to allow new and poorer golfers to play with experienced and skilled golfer's their difference is more equalized by subtracting strokes from the poorer golfers score and perhaps adding some to the better golfer's score.
