A skipper is usually responsible for everyone on the boat, and the boat itself. He must be sure that he, and everyone on board is following the rules of the boat, bylaws and all maritime rules.

If a captain or skipper is sleeping who is responsible for the safety of the boat?

The Captain always has the ultimate responsibility for what happens on, and to, his boat. When the Captain is not at the helm, he designates another to carry out his orders, but he is always responsible. Another way to look at it is that a Captain can delegate the authority to a junior to operate the ship in his absence, but he can not delegate his responsibility and accountability for what ultimately happens to the ship!
