Vibes are mostly made of composite material, so you cannot send it in to get anodized. Although you could get it powder coated, and I think it is also much more affordable than anodizing anyways.

yes this is a very good barrel for the vibe.
Yes, although it is not practical. Slight misplacement of tape can cause bad paint jobs and paint on moving parts anyway. Also, the adhesive of the tape is not good for the moving parts.
Homedepot should sell the parts you need. If you are unable to find the parts there, custom ordering online may be your next best option. It is a good idea to confirm that you are buying the correct parts, too.
Phoenix are really good ones to custom.
The key here is matching. You will need to get a good size chip off the wall and take it to the local home center / paint shop to have it color matched. They will custom mix the paint for you so you can just paint it on and have it match.
Fresh paint will always increase the value of a car. However, whether or not someone will buy it depends on the color and scheme of the paint job itself. For instance, the paint might be nice, but I'm not buying a pink car with a Viagra advertisement on it, no matter how good it looks :)
To color match paint on a wall effectively, start by taking a small sample of the existing paint to a paint store for matching. Use a color matching tool or have the store create a custom color. Test the new paint in a small, inconspicuous area to ensure a good match before painting the entire wall.

I would start by asking at a good bike shop. They may not do the work themselves but they should have the names of places that do. If that doesn't work, any auto paint business will have a paint booth and the equipment to do the work. if you are looking for a custom paint job, check with your local motorcycle retailer, they can put you in touch with a good air-brush jockey.
