A good time depends on a lot of different things. Like how long the event is and how old you are.
If you are thinking of only a 50 yard freestyle (down and back in 25 yard pool) a good time for a high school swimmer would be between 23 seconds-25 seconds. A great time is between 20 seconds- 22 seconds.
If you are a college swimmer however a good time would be about 20-21 and a great time is around 18-20

No one stroke is better for a 174cm person man. Particularly at the non-elite level, height is not as relevant as technique and how hard you train. However, at the elite level, tall swimmers tend to have sligth physical advantage, especially in freestyle sprints such as the 50m freestyle and 100m freestyle. At the elite level, most male swimmers in these sprint races are over 187cm.

Kosuke Kitajima, the Japanese guy who was champion for both 100 and 200m breaststroke olympic (Athens 2004 and Beijing 2008) 4 gold medals in breaststroke He broke the world record in 2008 Olympic, but then, the former world record holder who comes from Australia, Brenton Rickard broke his record for 100m breaststroke with a time of 58.58s in Rome Italy, which i believe should be the world tournament
