Bearings? They are small round metal things that have little ball bearings inside (hence the name"Bearings"). They sit inside the middle of the wheel. When you are riding, bearings keep the wheel spinning when you aren't pushing the board so that you keep moving and don't stop abruptly.
When you get them fresh out the box, get some bones speed cream and lather it up. Also try to keep them out of the dirt, water, mud, sand etc.

I have never had a skateboard with springs. The part you are probably talking about are the trucks, the metal piece under the board that the wheels and berings are attached to. If you were wondering if all trucks have springs i have never had trucks with springs either. Or any thing on a skateboard with springs and i have had lots of boards.
buy good bearings keep them clean dry and lubricater they rate berings by abec dont ask me what it means the higher the abec number the less resistance and the faster you go
