In most cases it is known before the race that if for some reason the race would not be able to continue, the leader at the half way point or any point after up to the final lap (the official end of the race), could be considered the winner and the race is concluded.
For example, the thousands of spectators, and competitors have accommodation's for the day or days of the race as the schedule states. In the event of rain or some other un-fore scene event stoppage many of those people would have to leave and return home. They would be unable to be present for the conclusion. Though it may be disappointing to all to have a shortened event, that's the way it is. It doesn't happen often.
