Incorrect. Loose means the car oversteers, i.e., the car turns more than you expect and/or the rear end wants to come around so you have to countersteer. Tight means the car understeers, i.e., the front end doesn't want to turn or it turns less than you would expect with the angle you've turned the wheel so you have to steer more into the turn.
