It is probably indicating one level above white belt. Some schools use stripes instead of other colors. It is less expensive and works just as well.

What does the black stripe running down the center of a karate belt signify?
The black stripe means that you have graduated to the senior belt of that color. For example: if you were yellow belt your next belt would be a senior yellow belt.
What do the stripes represent in karate?
It usually represents a rank. i.e. White with a stripe (either a new belt with a stripe in the middle, or sometimes just black tape at the ends) it a higher rank than just a white belt.
