Before you go out into the open on your 4 legged friend you need to be able to:
Control your horse (now how to ride and have a horse suitable to your ability)
make sure you are confident as so is your horse (you don't want him bolting off)
And use first aid kit if necessary
And also know all the things that you want your horse to do (make sure you know how to gallop and jump before you attempt)

defonetaly NOT. if the inexpierianced rider knew someone expierianced then they could ask them to bring the horse on a bit and then they could ride it. or you could go to riding lessons and improve your riding and then you will be able to get any horse you want! sorry for any spelling mistakes.

A horse is to young 2 and younger... at around age 3 you can begin light ridding... or breaking them out... Andy time sooner then 2 and you risk hurting the horse... and it's future health.. There still growing and the stress from having a rider on them can affect how there legs grow, and there back... After two bones start to fuse... i recommend waiting till the horse is at least 3 till you are able to ride.
