I have seen this on well used equipment from time to time. Two things I have seen: A bad diode in the wiring harness (that is, if this particular unit has one) or what we call carbon tracking on the internal sliding components of the ignition switch allowing current flow regardless of switch position. Also moisture in the switch will allow current flow.
