It depends on how you measure it: do you count winter Olympics (in which case, super athletic countries small countries like the Bahamas and Jamaica won't have any medals)? Do you discount Switzerland's medals because they mostly come in skiing? Do you count medals or just gold medals? Do you count all competitions or just the Olympics? Do you discount a tiny country that wins a fluke medal, like when Rashid Ramzi won the 1,500-meter race gave Bahrain both its only gold medal and a per capita rate of 1.4 gold medals per million? Anyway, when you adjust for all these issues, most experts will say Australia. They always win a ton of medals at the Olympics, though not the winter. They are awesome at cricket and rugby. They are very good at soccer. And they have a small population relative to their athletic output. Jamaica is probably second, but there's no scientific way of telling who is really first and who is really second.
