Norway.

As of the 2010 Winter Games in Vancouver, Norway and the United States are the only two countries to have won 200 Winter Olympic medals.

Norway won it's 200th at the 1994 Games in Lillehammer and the United States won it's 200th at the 2006 Winter Games in Turin.
