Soviet Union ( and successors), Nazi Germany, Fascist Italy, Red China, Vatican City, Israel, maybe Portugal. All but the last two had or have had government controlled and usually paramilitary youth organizations such as the Hitler Youth, Ballilla ( sort of fascist Boy scout equivalent) , Red Pioneers ( USSR) maybe a KGB variant of the Police Athletic League!, Portugal did not have BSa equivalent but did have the more or less paramilitary Boy"s Brigades which did not have as many outside activities ( such as merit badges and peripheral studies- hence cheaper to maintiain, than BS proper. Vatican City has no scouts as it has No Juvenile population to speak of ( some might add thank God- look at Priestly child abuse) Israel has paramilitary groups called the Gadna ( pronounced God-Nah) and Nahal, that are loosely similar to scouting but involve live firearms training, and more recently operation of remote control drones, etc. limited to Practicing Israeli Jews. There were paralell ( Junior Army brigade) type orgs, by the government in Red China. there you have it, if they did not have Scouting, they had something similar but more martial and govt organized.

The correct answer is Andorra, People's Republic of China, Cuba, Democratic People's Republic of Korea, Lao People's Democratic Republic and Myanmar. At one time, these countries did have scouting though.
