Only Burton bindings can go on Burton Boards(3 screw). All other boards use the 4 screw standard . Included with new Burton bindings are 3 and 4 hole discs so they can go on any board. So if you buy used Burton bindings , just make sure the seller includes all discs.

Does a 2009 Burton custom that doesn't have the ICS system only work with Burton bindings?

No, only ICS (infinite channel system) boards require est (extra sensory technology) bindings. Burton are the only ones making this binding hence why ics boards are only compatible with the Burton est bindings. Your Custom (sweet deck by the way) has the common set up which every binding agrees with. The deck has holes drilled in the top which allow the baseplate of any binding to be mounted to it. Keep on shreding
