They have to pitch underhand. they cant have a mitt that has yellow on it because some think the batters can confuse the yellow on the mitt with the yellow ball. They cant pitch the ball until the umpire brings down his hand. There are certain pitches they can throw. Some pitches are illegal and may only be allowed in some states such as the Texas change up. When they step up to the pitchers mound, there hands have to be apart and the ball must be visable. They have to have a wind-up. And, in the wind-up, their arms can only go around once.

There is nothing I have found in the MLB rules that would prohibit a pitcher from a pitching motion similar to that of a softball pitcher. Actually, the underhanded motion was the rule when Alexander Cartwright came up with the rules of baseball in 1845.
