If you want all the rules, it is best you go purchase a rulebook. A simple search on NCAA Football rules or NFHS Rules (for high school) will help you find a rulebook for purchase. They are all under $20, so it isn't an expensive purchase.
Or you can become a football official, which is a fun side job I enjoy. If you are into the rules, you should consider it at the very least...
