No, the Federated States of Micronesia is not a colony but a sovereign country in the North Pacific. Although most if not all member states of the FSM at one point or another, as were most most island countries were before their Independence, were part of some Colonial Empire of Portugal, Spain, Germany, Japan, and to a certain extent the United States of America.
Micronesia does not have a capital as it is not a country but more a general term for a geographical region(according to some dictionaries and encyclopedias). However, there is a capital of the "Federated States of Micronesia the political entity" which is in Palikir on the island state of Pohnpei. Though for argument's sake, the word "Micronesia" itself can also mean the political entity as the FSM States were the only former TTPI members who decided to make the word "Micronesia" as part of it's new Constitutional Government's name. So, I will contradict myself and say that the capital of Micronesia is in Palikir on the island state of Pohnpei in the Federated States of Micronesia.
