These look like punch bags used by boxers. Instead of hanging from a ceiling and being punched to practice and improve the power of the punch they are held upright on the Rugby training ground by team members and players will run and tackle the bag. The density and the weight give players the opportunity to develop correct safe tackling and to make their "hits" more effective.
