It's very hard for children under 5 to do Taekwondo.

This is because they find it very hard to co-ordinate their bodies and do the complicated moves taekwondo needs. (Occasionally a child is ready to train at 4 years of age)

And for the upper end of the age scale?

There is no real upper limit. If a person is reasonably fit and active they can train in taekwondo up to any age!
