Yes, they were. Throughout their history they believed that a revolutionary group had to be small in terms of numbers so that its members would all adhere to party principles. For this reason, when they took power, government positions were restricted to members of the Communist Party. Citizens could vote but no one but Communists were eligible for election. This is not true democracy.
