If you go 16-0, you win your division, a 16-0 team can never be a wildcard factor because all 16-0 teams would win their division.
If you go 15-1, another team in your division can also be 15-1 in your division pushing you into the wildcard pool. If this were to occur in three divisions, two teams going 15-1 splitting their head to head games, one of the six will not make the playoffs.
