In theory, 15-1.

If you had enough teams either go 15-1, a 15-1 team could miss the playoffs due to the wildcard being filled by two other 15-1 teams winning tiebreakers.

If you go 16-0, you win your division, a 16-0 team can never be a wildcard factor because all 16-0 teams would win their division.

If you go 15-1, another team in your division can also be 15-1 in your division pushing you into the wildcard pool. If this were to occur in three divisions, two teams going 15-1 splitting their head to head games, one of the six will not make the playoffs.

As a corollary to a 3-13 team making the playoffs under the current NFL alignment what is the best regular season record a team could have and still not make the playoffs?

In the same way as the potential 3-13 play-off team, there could be a division where the four teams split the wins between them and win all their games outside their division, so all four teams would finish 13-3. Only the division champions plus a maximum of two wild cards from the division would qualify for the play-offs, so a 13-3 team would be guaranteed to miss out.

How many NFL teams have made the playoff with a record under 500?

In a non-strike season prior to 2010 no team below .500 has made the playoffs. In 1982, a strike wiped out 7 games of the regular season and the NFL decided to allow 8 teams from each conference to make the playoffs in the hopes that the owners could recoup some of the lost money. Both the Cleveland Browns and Detroit Lions made the playoffs with a record of 4-5 and lost in the first round.

Did a MLB team that finished under 500 ever reach the playoffs?

It happened in 1981. The Kansas City Royals were 50-53 in a strike shortened season. Since it was played as a split season, the first-half and second-half winners of each division made the playoffs. Interestingly enough, the Cincinnati Reds had the best record in the majors and the St. Louis Cardinals had the best record in the NL East, but both of those teams did not qualify for the postseason.
