I am wondering which city has the most football clubs in the top two or three tiers of its countries league. London has lots: Arsenal, Chelsea, West Ham, Spurs, Fulham, Crystal Palace, Charlton, Burnley (?), QPR, not to mention Millwall et al. Does anyone know of any other city in the world with more professional clubs in the top two leagues?

Bring the world cup to the country. Get fans to come out and see what the sport is like at the top level.
