You remove the wheel from axle then remove any clip holding the bearing and pop the entire bearing ( outer and inner race) out of the wheel. Take this bearing to a skate or bike shop to get an exact duplicate, or even to an industrial bearing shop to get abetter one.
you have to buy a bearing pusher tool to get it out i suggest the kryptonics one tool because each bit on it has a bearing pusher
