Usually not. The ones with a hard protective cup wouldn't fit well on their bodies, and the ones that are only meant to be supportive, well, on a girl there wouldn't be any dangly parts there to support.

I disagree. It depends on the person. They make jocks specifically for swimming that are different than regular jocks. Protective cups are for contact sports. Jockstraps are for anytime you need the support. Only you can say if you need more support. For many swimmers a regular suit especially a speedo style will be enough but some of us need more.
It depends on the swim suit. A speedo is very good. However the stretch suits can get saggy so a jock strap might be a good idea underneath the swim suit. I see now that there are several companys offering nylon or Lycra style jockstraps for swimming as swim wear. They are called swim jocks or jock swimwear and are made in sizes from 24 in waist to 38 for boys and men. These are very strong and good for work outs and should out last a regular swim brief. Some boys wear a swim thong under a swim suit and swim thongs can also be worn instead of a brief or jammer for lap swimming if they have a strong waist band and or a tie cord for swim work outs. So do not get a swim thong made for sun tanning. Get a swim thong made for lap swimming and support during flip turns and diving. In some locations in the United States, this may cause a "fashion crime" so we will have to see how these new styles play out as they become more and more popular with the new swimmers. Is seems that swim thongs and swim jocks will be more popular along with California Coast or South Florida Coast first where new fashions are first seen. Search the internet for the best prices.
There isn't really an age limit on wearing a jockstrap, a boy can wear them at any age, and should anytime they need protection. At the least, boys should start wearing a jock for sports and working out when they start puberty, as they will start needing more support and protection as they grow and develop.
