It's is very hard to be on a college team without an athletic scholarship your freshman year. You could become a "walk on" but it's very hard.
I would say anything under 11:00 is good for a freshman and anything under 10:20 you could be running with the upperclassman.

You can't. You could try to go to a Junior college and play for them and then if your good enough , You can submit a application to go to the college that you want and they will take a look in you.
