No, the Super Bowl does not happen on the same day every year. The event always tries to set a day on the Sunday of the last week of January. When this happens, sometimes the Super Bowl will end up taking place on the first days of February. For example, the Super Bowl in 2014 took place on February 2nd.
Because the NFL always starts its season the week after Labor Day and with a bye week between the conference championships and the Super Bowl, in addition to having each team get a bye week during the season, the Super Bowl now cannot be played any earlier than February 1st. They tried for a few years starting the season Labor Day weekend but it didn't work out because of the holiday, they also got rid of the bye week between the conference championships and the Super Bowl but it appears to be back to stay.
