The flag with the blue & white stripes and red lion is the Ensign of Luxembourg. The national flag of Luxembourg is a red, white and blue horizontally-striped flag, virtually identical to the flag of the Netherlands when not seen in context of each other. As such, many Luxembourgers prefer to use the ensign as it is more distinct. So when you see this flag being waved during in the TdF, it's to support Andy Schleck (& his brother Fränk, before his crash).
