That would be the Arizona Cardinals, who were a charter member of the league when it was founded in 1920. They were known as the Chicago Cardinals then. Not only have they not won a Super Bowl but they have not played in a Super Bowl.

The teams that existed when the first Super Bowl was played and have never won are: Buffalo Bills, San Diego Chargers, Houston Oilers/Tennessee Titans, St. Louis/Arizona Cardinals, Philadelphia Eagles, Atlanta Falcons, Detroit Lions, and Minnesota Vikings.

Next would be the Kansas City Chiefs whose last appearance was in Super Bowl IV played January 11, 1970.
