Well it really depends, I'm a pure black South African and my school record for the 100m which I ran three times was exactly 11.00 seconds and it still stands since 1993.However at the national youth event I ran much slower than that. The world record is probably around 11 to 12 seconds. I'm not saying I was the fastest 13 year old. I know an eleven year Kenyan boy who ran 100m in 11.05 seconds in 1995, so it's hard to tell since there is no official 13 year olds 100m records.
yes, a 15 year old sprinter with great talent can run 100m in 10.9 and 17 year old could run a 10.5 but these are national winning times and 10.9 for a 15 year old is probably a close to a national record.

i would say a good 100m time for a 10 year old boy is around 16-17secs. I am an 11 year old girl and ran the 100m in 15.9 secs.
