Try cleaning out the 2 little gas-bleeder holes in the barrel through which the gas is bled to actuate the bolt slide mechanism. Too little gas does not give enough "OOMPH" to cycle the mechanism. I use a drill bit or a nail of a size that snugly fits the holes and ream out the accumulated burnt residue that clogs the gas bleeder holes. Sometimes it is due to a worn extractor. Have it checked by a gunsmith. Sometimes it is due to the strength of the load you are using. A light load may not be enough to cycle the action completely. Also check the piston ring and gas seal ring for wear or breakage. Replace as necessary. Get to know your gun intimately and keep the magazine tube cleaned off so the piston rings don't have to expand and ride over the build up of residue. The expansion gets so great it can break the rings and wear the rubber O-Ring seal, allowing gas to escape that should be used to PUSH the slide and bolt to the rear. Consult, and get to know,the manual that came with the gun. If lost, Ask Remington for a new manual for the serial number of your gun.

I had the same gun and same problem. I found out that because it is a older model that you have to use a little more force and speed when you eject the spent shell. It should work because i have the cheapest wal-mart shells you can get and mine works just fine.
