You could try but remember with that much adrenaline or concentration, I highly doubt anyone would be ticklish. Being a referee for the sport it could be classified as taunting or unsportsmanlike conduct since you would have to have a clear advantage to do this. Now that would be up to the referee since there is no written regulation about it. For me I would have to make a judgment call. If the person was on his back trying to tickle the top guy I probably would not call anything but if it was the person in control I would probably penalize the wrestler.
