There are no time outs in Baseball. There is a form of time out, the pitching coach can go to the pitcher once each inning. The manager can only come out to make position changes or to talk to the umpire about calls. During that time period the bullpen would normally get a minute of extra warm ups from that they use a from of time out.

Yes time outs are allowed in baseball, for a coach to talk too pitcher, or a player to get resituated I.e. after stealing base. However unlike many other sports these time out do not have an exact time. Just long enough for the reason to be addressed.
