yes, goalkeepers can have their feet outside but as long as the ball is inside it is not a handball the linesman has to be in line with the 18 yard box and make the decision whether its a handball or not

A hockey stick, shin guards and the keepers gloves are all the objets allowed to legally make contact with the ball. naturally the ball will fly up a bit and hit bodies/head but actively if is just these and really should only be the stick.
