In soccer if the ball is on top of the line it is considered in bounds and you are able to still play it. BUT be aware of crazy refs sometimes they can't see. So don't argue he will yellow card you. :)

Nothing happens when the ball touches the touchline. When the ball completely exits the field across the line, then play is restart with a throw-in.
